Retainer wall and Fence construction

Hi People

I need to construct a small retainer wall from blocks and was considering inserting steel stirrups in the blocks to support the timber posts.
On top of the retainer wall I want to erect an 1800 high paling fence.
Would this work or does any one know of another option?

Have you considered using steel/gal posts ?
Stirrups will work but costly and I feel they do not secure a post correctly.
As the post ages they often split and break away.

I considered steel posts but I'm unsure what size posts I require and the best way to fix the rails to them.
Any help?
