Fence Boundary ?

We are erecting a new fence and just curious to know where the boundary is along the fence.
I'm guessing the boundary is the middle of the fence structure?

My understanding it it's the middle of the structure .
But really does a few cm really matter.

In Victoria Melbourne the centre of a paling fence is between the paling and the rail.

The front boundary fence requires the whole fence to be behind the boundary line.
