Are Timber Paling Fences Pool Safe?

We are constructing a fence and I was told that palings fences were not pool safe is this true?

Yes you can use a timber paling fence for a pool fence.
Basically there needs to be a spacing of no less then 900mm from the top of bottom rail to the top of the mid rail. The same applies if you are using 1200 high paling design.
There should be no more gap then 100mm below the fence.
